   The United States of America is at the pinnacle of world prominence for food production. No one makes more, ships more, sells more and gives more away for humanitarian aid. I say this with complete humility and thankfulness to be a part of that industry. As I have stated before, it is my opinion that to be involved in agriculture is to be involved in one of the highest callings. It is my view that the United States has risen to that pinnacle due to many geo-cultural-political reasons put in place by the Creator.

   A Changing Landscape

   I have had an opportunity to work with, network with and spend a good amount of my time working on and considering various parts of Precision Technology. Agronomic technology tools are starting to take their place on the “App Scene” of smartphones and other mobile devices. These tools can be a tremendous resource for helping the farmer, nations, and the world produce safe, secure and sustainable sources of food. It takes all three S’s to make it work and technology is in the driver’s seat in the United States and other nations to make this happen.

   The Mother Lode of Big Data

   Hang in there with me on this…..I’m going to get a little geeky in this section.

   Smartphone adaptation rates are the highest in areas of the world without an existing landline infrastructure. And, in the process, farmers around the world can become interconnected. I regularly connect with professionals in the industry from around the world and discuss ideas and views on issues. I asked a longtime acquaintance, and very skilled, Precision Ag Specialist his estimate on how much data can be created for one acre of land. His reply was that one acre of ground will generate about 2 MP of raw data every year. Doing the math, you are looking at 18 Terabytes of raw, unprocessed data for one million acres of ground–every year. How much information is that? By one estimate, that is almost equal to 20 Libraries of the Unite States Congress….ever year….for just 1,000,000 acres. This information does not include the various things for the farm business like balance sheets, bank statements, asset ledgers, payroll, and receipts.

   Knowledge is Power

   With the computer power of the Cloud, we can do some very impressive things with this information. Agronomist, field scouts, grain merchandisers, suppliers, lenders, and, yes, government, can all benefit from this information. It is the Mothers Milk to the farm and treated as such. There is no compromise. One day I had a group lunch meeting with a gentleman from one of the more prominent data management companies of agriculture in the United States, and possibly, the world. We were engaged in a good conversation and at one point I asked him how long until we had a “universal platform” and all information could share across different business functions and software. He had said that his company along with industry leaders were tasked with making all data shareable within the next five years by the U.S. government. That conversation occurred in 2012. We are ahead of schedule with virtually all farm data now being shareable across all various types of software.

   So, with this explosion of computing power and data gathering, are we being equally diligent in the protection of personal and intellectual property? I had a small precision ag department during my career in fertilizer retail, and one thing that became apparent was the vast amount of trust put into the hands of the retailer by the farmer. Encyclopedias worth of information being routinely given freely to use with the understanding of the farmer gaining a more sustainable and profitable business. It is a very intimate relationship that deserves respect.

   Now, when we step back out and take a look from the Million Acre level we see something that is more of a national concern, let alone a local, individual farmer’s concern. Such information is perhaps THE most valuable type. A nation and an industry, must take very deliberate actions, with all due prejudice, to make sure that the “papers and possessions” of the farmer are protected as set forth by the Constitution of the United States. The tools we now have today are unlike those we have ever seen before. Our Creator endowed us with such talents as to be able to create and develop such systems. The stakes are high, and we have the whole world looking at the farmer for food. With such power also comes an equally high level of individual and social responsibility. At least in the United Sates we do have a Constitution that helps to protect such highly sensitive personal information. I suggest that we keep this issue on the front burner before we abuse such an opportunity.

   Hey, remember, how I opened up stating some facts about the United States? Maybe the reason it had the opportunity in the first place to do all of that and more is because the Founding Fathers put such a thing as the Fourth Amendment in place.

   1. Never choose the culture theme that surrounding tourists of projects location generally know. It is meaningful to integrate the local culture, however, it lacks some feeling of freshness for surrounding tourists and the freshness will disappear quickly. So it needs some regional differences. Unless you want to do is mainly tourists market that is another matter.

7. Integration for your Project's Success

   Have you ever worked on a project where it seems the project design team just can't understand the requirements set out by the environmental assessment (EA) team? And on the flip side, the EA team doesn't understand (or maybe care) that their requests will impact the project schedule and cost, or that it's too late in the process to change something they are suggesting?

   I mean, everyone understands the words plain enough, but the project managers just don't see how to make these things happen within the timelines and budgets already set out, and the EA folks just know that they will have an uphill battle if they are asked to present a project without having addressed these needs? Ultimately, if not planned well with each teams' needs appropriately integrated into the project scope, the project faces a high probability of failure - both in terms of schedule and budget, but often also in terms of gaining approval. And too often this is simply a matter of scientists and engineers not 'speaking the same language,' combined with not engaging each other at an early-enough stage within the project sequencing.

   But in order for resource projects to really succeed, to maintain their budgets and a good momentum on their schedules, is for environmental assessment stages, and the respective associated data collection and engagement steps to be fully integrated into said plan from the very start - with a full understanding of what steps are needed throughout the duration of the project, how long each step will take and the associated costs, as well as when to implement each phase. Interdependencies need to be well understood in order to appropriately schedule and cost the project - to reduce the risk of the project's failure.

   I just came across this great series of posts on the application of traditional knowledge (ATK) to resource projects, and how the engagement of aboriginal communities and use of ATK in the environmental assessment process impacts a project's success in gaining approval to proceed. It is fast becoming accepted as best practice as, really, who would know better about how to protect the environment and the best ways to restore disturbed lands, to bring natural elements and species back into an area? The key is in ensuring the information is used in the right way, and applied throughout the project stages at the right times.

   This is a key area of development in the future of resource developments, especially from the perspective of translating ATK and the environmental protection requirements into the necessary design elements or options that will avoid risks, mitigate impacts, and ensure long-term stability of closure designs, and to help ensure the projects are approved!

   Unfortunately, as would be expected, many of the engagement stages and applicability and usefulness of ATK are well known by environmental assessment practitioners, but less understood by project managers. This is a focus area I have been working on - educating project managers and design teams how to directly align these steps and requirements with the project management and design sequences that project managers and engineers well understand...a collaborative link between two parallel and interdependent worlds.

14. OIG Issues Special Fraud Alert Targeting Clinical Reference Labs

    The Office of the Inspector General (OIG) for the US Department of Health and Human Services recently issued a Special Fraud alert that is directed to the relationship between laboratories that perform tests and the physicians that send them to the labs. OIG has identified two specific trends involving transfers of value from laboratories to physicians, both of which according to OIG present a substantial risk of fraud and abuse under the anti-kickback statute. The two trends covered in the Special Fraud Alert are blood-specimen collection, processing and packaging arrangements and registry payments.

    A September 8 Wall Street Journal story entitled "A Fast Growing Medical Lab Tests Anti-Kickback Law" showcased a lab that vigorously engaged in the first above mentioned trend. Health Diagnostic Laboratory Inc. (HDL) paid physicians $20 per patient sample that a physician sent to its lab. Some physician practices received more than $4,000 per week in blood sample fees.

    HDL is a small lab compared to the two leading US commercial reference labs (Quest Diagnostics and LabCorp) with just $383 million in 2013 revenues. However, in 2012 HDL received 64% of Medicare's nationwide reimbursements for 9 procedures performed by HDL and 93% of Medicare reimbursements for another test. As if this wouldn't catch the attention of the Centers for Medicare and Medicaid reimbursement personnel that track these payments, it also employed one of its mot prolific test prescribers among their 296 customers to its paid medical advisory board and also paid him for speaking fees. Added to this were suspect HDL practices of performing expensive genetic tests, billing third party payers while never collecting the amount not covered by insurance from patients.

    The above practices produced the expected results. HDL's CEO resign from the company on September 23, 2014. Cigna also filed suit against HDL and is asking for a jury trial. HDL billed Cigna $84 million for tests performed by the lab. But HDL isn't the only target in the OIG cross hairs. other labs engaging in the practice of paying physicians for sending patient samples to their labs include Boston Heart Diagnostics Corp, Singulex, Atherotech Diagnostics Lab among others. Once again, a few labs engaging in highly questionable practices has drawn the attention of OIG on the entire industry.

    The commercial reference lab segment in the US is estimated to be approximately $25 billion. With that much on the table and small labs trying to run under the radar, it’s not surprising to see these situations appear, as they have many times in the past.

15. Character vs. Reputation

    Far too often, in all areas of life, I see people making the mistake of confusing the two as the same thing. Some may ask, what is the difference between character and reputation? I believe the great coach John Wooden differentiated between them best, when he said: “Be more concerned with your character than your reputation, because your character is what you really are, while your reputation is merely what others think you are.”

    Most hiring decisions are weighted more on a person’s reputation than on their character. One reason for this is that it is much more difficult to assess ones character than it is to assess their reputation. Another reason is that it is much easier to cover your ass if things go wrong with a hire/hiring if you can point to their “fine” reputation coming in.

    This same skewed logic applies when it comes to acquiring players in college and professional sports. If a coach brings in a highly regarded player and he does not pan out, it is usually looked on as a fluke and quickly forgiven. But if a coach brings in a player no one wanted and he fails, that coach will fall under pressure for not bringing in the right players. While I believe both coaches would be deserving of scrutiny, I would argue that the coach who brought in the top flight player deserves more pressure for under performance than the coach who started with a player without a high rating coming in.

    We live in a society where short-term thinking has become predominate. Most people opt for the quick or easy fix. I don’t subscribe to laziness as an answer to any problem and believe it is the quickest path to mediocrity. Although taking the time and putting in the effort to evaluate someone’s character is not easy, I believe the upfront investment in doing so will generally pay off handsomely. It’s true that character often takes longer to show up in results, but once it does you can usually count on it lasting.

    I live in a town that has a couple of major universities who in the past made the mistake of hiring head coaches for their most high profile sports program’s partly because each of the coaches had a reputation for being “great” recruiters. Both of these coaches had known character issues which were overlooked when they were hired and both, not surprisingly, failed miserably. The irony is that they took over programs which such storied pasts that a monkey could have put an ad on Craig’s list for top players and each program would have still gotten a top recruiting class.

    I remember when an unknown guy named Chip Kelly was hired as the offensive coordinator at the University of Oregon. Most of their fans were outraged that they got some no-name guy from New Hampshire, and not one of the bigger names speculated about in the press. The very first time I met him I was blown away and I knew they had something special – he was clearly a man of character.

    Kelly was not known for recruiting when he arrived at Oregon, but he immediately was in on the top players in the country who had ignored Oregon in the past once he got there. Now seven years later he’s head coach of the Philadelphia Eagles and turned them into a play-off team in his first season as head coach. Apparently it is true that it only takes seven years to become an overnight sensation. The bottom line is he was a great coach at New Hampshire for many years before he accepted a job at a higher profile place. I suspect a lot of teams would be better off hiring unknown highly successful or innovative coaches from high school’s or smaller colleges than the same recycled names we see them hire year after year.

    Character alone is not enough to assure success, but if you want stability in your organization that provides opportunity for growth, you need to start with people of good character.

    Far too often, in all areas of life, I see people making the mistake of confusing the two as the same thing. Some may ask, what is the difference between character and reputation? I believe the great coach John Wooden differentiated between them best, when he said: “Be more concerned with your character than your reputation, because your character is what you really are, while your reputation is merely what others think you are.”
